The Egyptian Ministry of Health regulates the import, sale and personal use of vapes through licensed channels. The legal vaping age is 18, matching the legal smoking age. Tourists can bring 1 to 2 personal vape devices and a reasonable supply of e-liquid through customs in carry-on luggage. Public vaping etiquette mirrors smoking: avoid government buildings, hospitals, schools, mosques, the Cairo Metro and other public transport. Most outdoor cafes and restaurants in tourist areas (Sharm El-Sheikh, Hurghada, Dahab, Luxor) tolerate vaping or have designated zones. The Egyptian vape market is still developing so selection in local shops is limited and prices are higher than the UK. Bring your preferred device, plenty of pods or coils and enough e-liquid to last the trip. Egyptian vape rules for UK travellers
Egypt was a no-go country for vapers for many years. The ban on e-cigarette imports and sales lasted until May 2022 when the Egyptian Ministry of Health changed its policy as part of a wider harm-reduction approach to nicotine. The market opened up but remains less developed than the UAE or the UK. Here is what UK travellers need to know.
Legal status
Vaping has been legal in Egypt since May 2022. Import, sale and personal use are all permitted under Egyptian Ministry of Health regulation. Licensed vape shops operate in Cairo, Alexandria, Sharm El-Sheikh and Hurghada. The legal age is 18, matching the smoking age. Heated tobacco products (HTPs) are also legal with a maximum nicotine content of 3.5% by dry weight. Nicotine pouches and snus are permitted. Worth knowing: standard nicotine replacement therapy (NRT) like patches and gum is currently banned in Egypt and not regulated as a medicinal product, so do not rely on bringing patches as a backup.
Bringing a vape into Egypt
UK travellers can bring 1 to 2 personal vape devices and a reasonable supply of e-liquid (typically a few bottles for trip length) through Egyptian customs. Pack devices and batteries in carry-on luggage only. Lithium-ion batteries are banned from hold luggage on most airlines. E-liquid bottles over 100 ml cannot be in cabin baggage but can be packed in your hold suitcase. Carry the original packaging where possible. The 2022 regulation is well-established but customs officers in less-trafficked airports may not be familiar with it. Personal-use kits pass through Cairo, Hurghada and Sharm El-Sheikh airports without issue.
Where you can vape
Outdoor public spaces are generally fine, especially in tourist areas. Sharm El-Sheikh, Hurghada and Dahab are vape-friendly compared to Cairo. Most outdoor cafes and restaurants in tourist hotspots tolerate vaping, particularly those with shisha service since the smoke culture is well established. Hotel balconies are usually fine (always check the hotel policy). Resorts often have designated outdoor smoking and vaping zones. Beaches generally permit vaping unless signs say otherwise. Shisha cafes welcome vaping.
Where you should not vape
Government buildings, hospitals, schools, mosques and other religious sites all forbid vaping. The Cairo Metro strictly bans both smoking and vaping with on-the-spot enforcement. Public transport more broadly (buses, trains, taxis) follows the same rule. Cultural heritage sites including the Pyramids of Giza complex, the Egyptian Museum, the Valley of the Kings and Karnak Temple are no-vape zones to respect the heritage. Indoor shopping malls typically ban vaping. Government offices including police stations are obviously off-limits. In conservative or rural areas vaping in public can attract negative attention from older locals even where it is technically legal.
Cairo vs the resorts
Cairo is more conservative than the Red Sea resorts. Vape discreetly when in central Cairo, especially around mosques (Al-Azhar, Sultan Hassan, the Mohammed Ali Mosque area) and at heritage sites. The traditional shisha culture means smoking and vaping in licensed shisha cafes is generally fine. Sharm El-Sheikh, Hurghada and Dahab are far more relaxed. Tourist promenades, beach clubs and resort hotels typically have designated vape-friendly outdoor areas. Luxor and Aswan sit between the two: respectful in town, relaxed at hotels and Nile cruise ships.
The Egyptian vape market
Local availability is limited compared to the UK. Disposables, basic pod kits and a small range of e-liquids are the typical stock in licensed Egyptian vape shops. Specialist coils, niche brands and high-end mods can be hard to find. Prices are often 30 to 50 percent higher than in the UK because of import duties. Bring enough supplies for the whole trip. If you run out, hotel concierges in tourist areas can usually point you to the nearest licensed shop. Avoid unlicensed street sellers because product authenticity is not guaranteed.
Ramadan etiquette
Egypt observes Ramadan widely. Unlike the UAE, there is no national law banning tourist public consumption during fasting hours but social etiquette matters. Vaping or eating publicly during Ramadan daytime can cause offence. Tourist hotels, resorts and Western-style restaurants typically continue normal service during the day. Outside those zones be discreet during fasting hours. After iftar (sunset meal) the streets come alive and standard rules return.
