Vaping has been legal in Dubai and across the UAE since April 2019 when the Emirates Authority for Standardization and Metrology (ESMA) issued standard UAE.S 5030:2018 regulating electronic nicotine products. Regulatory oversight transferred to the Ministry of Industry and Advanced Technology (MoIAT) in July 2020. The legal age to buy or use a vape is 18. All vapes sold in the UAE must be ECAS-certified with the conformity mark on the packaging. Public vaping rules mirror UAE smoking rules: no vaping in shopping malls, government buildings, hospitals, schools, public transport (including the Dubai Metro and taxis), or any indoor public space. Vaping is permitted in designated outdoor smoking zones, hotel smoking rooms, private residences and on hotel terraces or balconies where the hotel allows it. Tourists can bring 1 to 2 personal devices and a reasonable supply of e-liquid through customs in carry-on luggage. Standard fines for vaping in the wrong place range from AED 200 to AED 2,000. During Ramadan, public vaping during fasting hours is illegal for everyone including non-Muslim tourists. Smoking and vaping in a hotel non-smoking room typically results in a cleaning charge of AED 500 to AED 1,500.

UAE vape rules for UK travellers
The UAE has one of the most structured vaping regulatory frameworks in the Middle East. The rules are clear, well-enforced and apply equally to residents and tourists. UK visitors should plan around four areas: legal status, where to vape, where not to vape, and customs.
Legal status and certification
Vapes have been legal across all seven emirates since April 2019. Every device and e-liquid sold in the UAE must carry the ECAS (Emirates Conformity Assessment Scheme) conformity mark. Reputable Dubai vape stores only stock ECAS-certified products. Buying from unlicensed street sellers or unmarked online sources risks fines and product confiscation. Nicotine strength is capped at 20 mg/ml in line with EU TPD rules, so the UK e-liquids you bring with you will be compliant.
Where you can vape
Designated outdoor smoking zones at malls, hotels and venues are the main public option. Outdoor terraces of hotels and licensed restaurants where smoking is permitted typically allow vaping too. Hotel smoking rooms allow vaping. Some hotels permit balcony use even from non-smoking rooms (always check at check-in). Private residences are fine. Public beaches generally permit vaping unless signs say otherwise. The desert, the dunes and other outdoor spaces are usually fine for vaping, with the standard caveat that you should still be discreet and respectful.
Where you cannot vape
Indoor public spaces are off-limits across the board. That covers shopping malls (including the Dubai Mall, Mall of the Emirates and every other), government buildings, hospitals, schools, mosques, restaurants (indoor), bars (indoor), cafes, cinemas, public transport, the Dubai Metro and taxis. Vaping in a taxi is one of the most commonly fined offences for tourists at AED 500. Drivers are required to report violations. Vaping in malls also commonly results in fines and confiscation. The rules are clearly signposted and enforced.
Bringing a vape into the UAE
UK travellers can bring 1 to 2 personal vape devices and a reasonable supply of e-liquid (typically a few bottles for trip length) through Dubai customs. Devices and batteries must be in carry-on luggage, never checked. Lithium-ion batteries are not permitted in hold luggage on most airlines. E-liquid bottles over 100 ml cannot be in cabin baggage but can be in your hold suitcase. Customs are looking for commercial quantities. Personal-use kit passes through without issue. Be ready to declare your vape if asked at the green channel. Disposable vapes sold in the UK before the June 2025 ban are still legal to use in the UAE if you have them, but the UAE itself follows ECAS-certified disposables only.
Ramadan rules
During Ramadan, public eating, drinking and smoking during fasting hours (from fajr at dawn to maghrib at sunset) is illegal for everyone in the UAE, including non-Muslim tourists. Public vaping is treated the same as smoking and is illegal during fasting hours. After iftar (the post-sunset meal) the standard rules above resume. Hotels typically have indoor lounges that screen tourists from public view where eating, drinking and vaping continue during fasting hours. Fines for breaking the Ramadan public consumption rule typically start at AED 2,000.
Hotel rooms
Most Dubai hotels treat vaping the same as cigarette smoking. Non-smoking rooms forbid both. Smoking rooms allow both. Cleaning fees for vaping in a non-smoking room range from AED 500 to AED 1,500. Major chains (Marriott, Hilton, IHG, Accor) almost universally ban indoor vaping in non-smoking rooms. Always check the room category when booking. Some hotels allow balcony vaping from non-smoking rooms but others do not. Ask at check-in.

Look for the signs
The UAE signposts smoking and vaping zones clearly. Floor markings, wall signs and ash trays mean it is allowed. No signs typically means no vaping.
